Va. Senator Proposes Castration for Sex Offenders

I’m not actually sure how I feel about the below proposal.  One the one hand I’m all for cut their dicks off!  Then they can’t stick ‘em where they are not welcomed.  However, will that really prevent them from committing sexually violent crimes?  No, it won’t... they just won’t be able to use their dicks to commit those crimes if they are cut off.  Will this actually protect people from these sexually violent perps.... probably not.  What do you think?

RICHMOND, Va. -- A Virginia legislator is proposing castrating sex offenders as an alternative to the increasing costs to detain and treat them after they've served their prison sentences.

Republican Sen. Emmett Hanger's bill would require the state to study the use of physical castration as an alternative to civil commitment for sexually violent predators. A similar proposal was vetoed four years ago.

The civil commitment program's budget grew from $2.7 million in 2004 to $24 million this year. Gov. Bob McDonnell has proposed spending nearly $70 million over the next two years to meet the increasing demands.

Hanger's bill also would require study of the crimes that qualify for commitment, the process and housing options for those who leave the program.

Registered sex offender charged with rape of 5-year-old

Shit like this pisses me off!  Why was this registered sex offender anywhere near a 5yr old girl?  I don’t care if the other rape of a little girl happened when he was under 18 or not.  It doesn’t sound like it was a situation where he and a girl a small age difference were in a dating relationship and she yelled rape or her parents did or whatever like that.  And, I don’t care if the little girls story has changed...she is 5 for crying out loud and rape is a foreign concept for her, or well I’d hope!  Although, who knows with her mom saying that his visits were strictly overseen by her parents.  So ok, hhhmmm, you knew he was a sex offender yet still let him visit your home...ok sounds strange to me, but that’s just me.  I’d never knowingly allow a sex offender anywhere near my child, even with me there.  Too many times I read of repeat offenders!!!!  And, even though this is the second time for this...he was released on such a small bail; only $100,000...UGH

NEW BEDFORD — A registered sex offender is charged with raping a 5-year-old girl in the city.

Matthew J. Meneses, 19, of 523 N. Front St. was held on $100,000 bail after being arraigned Monday in New Bedford District Court on charges that include rape of a child with force, indecent assault and battery on a child under 14, and witness intimidation.

Meneses, a registered Level 2 sex offender with a prior conviction for rape of a child, is alleged to have sexually assaulted the 5-year-old girl within the last few weeks. Prosecutors said he also threatened to harm the girl if she told anyone.

The alleged victim's parents attended Monday's arraignment and were visibly emotional as Assistant District Attorney Erin Aiello summarized the allegations against Meneses. They left the courthouse immediately after the arraignment.

Authorities said Meneses knew the child's parents. The child came forward June 5 and told a relative that "Matt" had inappropriately touched her while in her family's residence. It is believed the girl's parents were home when the incident is said to have occurred, prosecutors said.

Detectives are not sure of the exact date of the alleged incident.

During Monday's bail arguments, defense attorney Andrea DeBries said the girl's story of how she was assaulted by Meneses has differed as more people, including investigators, subsequently questioned her.

"This is a story that's grown over time each time it's told," said Debries, describing how the alleged victim included additional allegations against Meneses in each retelling.

"There are very, very significant differences in her stories," said Debries, adding that Meneses adamantly denies the allegations against him.

DeBries said Meneses is willing to undergo a polygraph test and submit a DNA sample. DeBries also said the alleged victim's mother told police that Meneses had very limited contact with the girl and that any visits were strictly overseen by her parents.

DeBries requested a $2,500 cash bail for Meneses, citing that he has no adult criminal convictions.

Information on Meneses' prior rape conviction was not available because he was a juvenile at the time of the offense, which occurred in New Bedford, authorities said.

Meneses' juvenile record also consists of an arrest for assault and battery and two arrests for failing to register as a sex offender, which were later dismissed.

Police logs show Meneses was arrested in February 2009 on charges of disturbing the peace and unlawful possession of a Class C substance.

Aiello requested $250,000, citing Meneses' prior rape conviction and juvenile record.

District Court Judge Robert A. Welsh III noted the serious nature of the alleged offense and set bail at $100,000. Ellis sentenced to 6 years in child abuse case

This caught my eye this morning...but because of what the judge said to this animal!  The bold text below is what I’m talking about...

I only wish that he had gotten a longer sentence, but then again maybe six years is all that is needed....if he is telling the truth that he has been threatened, then six minutes may be all it takes!

Zachery Ellis tried to minimize and shed doubt on his guilt in the abuse of his child a month too late. He’ll be heading to prison on a six-year sentence as a result.

Last month, when he pleaded guilty to felonious child abuse, Mr. Ellis, 21, admitted squeezing his 7-week-old son until he heard a pop. The defendant also said he jerked the child’s legs.

When Mr. Ellis and his wife took the baby to the hospital, the visit revealed the child had spiral fractures in three limbs, three broken ribs, a bruised spleen and tearing on the inside of his mouth. In November, Mr. Ellis testified that he did not believe his wife was responsible for any of those injuries.

At his sentencing hearing Thursday, Mr. Ellis claimed he didn’t believe he caused the spiral fractures. While he still acknowledged squeezing the child in frustration, when Judge Weldon Judah asked the defendant if he broke the infant’s ribs, Mr. Ellis replied, “I’m not sure if I did or not.”

In his sentencing assessment report, the defendant claimed he took the blame for his wife, according to assistant prosecutor Pam Blevins. Ms. Blevins also told the court the defendant hadn’t shown any remorse for his actions or claimed full responsibility.

Public defender Stephen Williams attempted to negotiate his client’s seemingly contradictory statements. The defense attorney said his client simply was implying his wife could’ve been responsible for some of the injuries, but he also took responsibility for his abusive actions.

“He feels terrible about this,” Mr. Williams told the judge. “There is not an excuse for what happened.”

Judge Weldon Judah seemed empathetic to Mr. Ellis’ plight at the plea hearing, giving the defendant every opportunity to withdraw his guilty plea. The judge, at that time, also rejected the plea agreement for a five-year sentence.

On Thursday, the judge once again appeared sensitive to Mr. Ellis’ situation, saying he believed the defendant did feel remorse and wasn’t ready to be a parent.

But the empathy stopped there. The judge told the defendant, “You can’t do the things you did. You can’t treat a child like a dog.” Mr. Judah then handed down a six-year sentence — one more year than either the prosecution or defense requested. The maximum punishment on a class C felony is seven years.

Mr. Ellis, who is a convicted sex offender, told the court he feared for his safety in prison since someone split his head open at the county jail and told him they would be waiting for him in the Department of Corrections. Mr. Judah responded, ”Unfortunately, that’s one of the hazards of (committing criminal actions).”

Mr. Ellis’ son was in the courtroom for the hearing and appeared healthy. The Department of Social Services placed the child in family custody.

Rapist Calls Victim’s Mom While Masturbating

This guy is just SICK!  First he rapes his ‘estranged’ girlfriend; duct-taping her arms to her body, and calls the cops right afterward to tell them what he had done.  His 7 year prison sentence was stayed...so he only got probation for that...which is not up yet.

So, then he decides it would be a good idea to call his victims mother while masturbating...he says he did that because he thinks she is ‘hot’.  WOW!  This guy may need a mental eval...or to be locked up permanently...because obviously he isn’t going to stop harassing and possibly raping women. 

I’m still confused about how he ended up on probation to begin with when others are being sentenced to long prison terms for doing lesser crimes....

Sex offender charged for allegedly calling rape victim's mother

A 30-year-old sex offender from Sheboygan was back in court Wednesday after allegedly making harassing phone calls to the mother of the woman he raped.

Shawn C. Heule, of 3025 N. Ninth St., Apt. B4, told police he was pleasuring himself during the middle-of-the night calls and contacted the mother because he thinks she is hot. He is charged with misdemeanor disorderly conduct, which carries a maximum two-year prison sentence due to a penalty enhancer for the prior conviction.

Heule was convicted in August 2004 of raping the woman's daughter, who at the time was his estranged girlfriend. A criminal complaint said Heule duct-taped the woman's arms to her body before raping her on Dec. 26, 2003, then called police to report what he had done.

Heule remains on probation for that offense, and could be sent to prison if the Wisconsin Department of Corrections deems the new allegations serious enough to revoke his probation. A seven-year prison sentence was imposed and stayed in the sexual assault case, meaning he would be sent to prison immediately if probation is revoked.

According to the new complaint:

The sexual assault victim's mother, a town of Sheboygan woman, said Heule called her at 2:30 a.m., 4:30 a.m. and 5 a.m. Dec. 2. He hung up the first time, but during the second and third calls Heule asked about her marital status and whether her husband was home, claiming he was the mail guy from the woman's workplace.

When interviewed by detectives, Heule admitted making the calls and said he did so because he found the woman attractive. He said he was pleasuring himself while making the calls.

Heule spent more than a month in jail for probation violations in late 2006.

Ohio woman: I got away from serial killing suspect

I will limit my comments on this to two points I’d like to make...

The first being, this guy is the prime example why we need stronger laws and longer prison terms for sex offenders.

The second being, the police response to reports from the past victims and their families is a prime example why police need more training and to be held responsible for their negligence. 

CLEVELAND — Suspected serial killer Anthony Sowell seemed like a "civilized person" on the April evening that Tanja Doss went up to his third-floor bedroom for a beer — until, she said, he leapt up and began choking her and threatening to kill her.

The 43-year-old woman told The Associated Press on Thursday that she survived a night of terror through a combination of calm and cajoling, prayer and trickery. But when she escaped the next morning, she didn't tell police. Her past conviction on a drug charge, she said, made it unlikely they'd take her seriously.

"Now, I feel bad about it," she said, "because my best friend might be one of the bodies."

Police and a cadaver dog re-entered the home Thursday where Sowell apparently lived among the reeking, rotting corpses of 10 women and the paper-wrapped skull of another in a basement bucket. The ex-Marine, who served 15 years in prison for attempted rape, is being held without bail on five aggravated murder charges.

Just days after her own escape, Doss was helping search for her friend Nancy Cobbs. Now Cobbs is among about two dozen missing women whose friends and family fear fell victim to Sowell.

Only two victims have been identified so far — Tonia Carmichael, 52, of Warrensville Heights and Telacia Fortson, 31, of Cleveland.

Doss believes she only narrowly escaped the fate of those dug up from Sowell's yard.

She had met Sowell in 2005, after his prison release, but didn't know the real reason for his sentence. She found him to be "a civilized person, sitting outside drinking beer, a nice person." So she didn't hesitate to join him for a drink.

"And then he just clicked. I'm sitting on the corner of the bed and he just leaped up and came over and started choking me," she said. Shocked, Doss said she lay back and tried not to struggle. "He said, 'If you want to live, knock three times on the floor.' And I knocked on the floor."

Still holding her throat, he told her using several profanities that she could be "dead in the street" and no one would care.

Sowell made her strip and lay on the bed, she said, but did not attempt to rape her. Doss said she curled up in a ball and tried to talk him down, saying things like, "Why you gotta act like that?"

Then she prayed to herself, and eventually, both fell asleep. She awoke in the morning with Sowell acting as if nothing had happened, she said, asking whether she wanted something from the store.

She picked up her cell phone and pretended to call her daughter, then claimed her granddaughter had the flu. When Sowell left for the store, she went in the other direction.

She didn't report the confrontation because "my background ain't squeaky clean," she said.

Now, it's all she can think about.

"It goes through my mind all the time," she said. "Every time I think about it, I start shaking."

When Cobbs disappeared — four days after her 44th birthday on April 20 — Doss didn't think about Sowell as she helped search abandoned buildings and post fliers.

It wasn't until Monday, three days after bodies had begun turning up, that Doss finally went to police.

Sowell also faces charges of rape, felonious assault and kidnapping after a Sept. 22 attack on a woman at his home. A message left with the county public defender's office was not returned Thursday.

Near Sowell's home, a plywood memorial hangs from a chain link fence, the word MISSING stenciled in black. Five stuffed animals and an artificial rose adorn the sign, which holds fliers showing 13 missing women and three men.

The fliers reflects not just fears that their bodies might be on Sowell's property, but also community members' frustrations with how they say police treat missing-persons reports from their downtrodden neighborhood.

Some of the missing are women who lived on society's fringe. Some were active or recovering drug users. Some had gone to jail, producing criminal records their families believe are the reason police didn't take their disappearances seriously.

Cleveland City Councilman Zach Reed, at a rally with two dozen clergy members, said people should stop stereotyping those who might have ended up in Sowell's house of horrors.

"I want us to stop this conversation that they were crackheads, they were this and that," he said. "They were people."

Michelle Mason lived near Sowell's neighborhood and rarely went longer than two days without talking to her family. After a few days of silence in October 2008, the family went to police.

"Because my sister had a prior arrest history, they kind of didn't take it seriously," Mary Mason said.

But Michelle Mason had stopped collecting and cashing her Social Security checks. Before her disappearance, she had just paid her rent and her cell phone bill. Her apartment was left as if she intended to return.

"We tried to convince them with everything in us that this was not normal, and they tried to convince with everything they had that it was," Mary Mason said.

On a second visit to police, Michelle Mason's sons were told there are "thousands of Michelles in the city," and that officers didn't have the time or the manpower to hunt for them all.

"It was taken almost as a joke, that she was just this kind of person. Her drug use was years behind her. But they pull her up on that computer, and they say, 'She's a nobody,'" Mary Mason said. "She's not a nobody."

Abuse network ringleaders jailed

This one guy, Strachan, has already served time in jail for abusing a boy AND he is HIV positive AND he attempted to rape an 18 month old AND he sexually assaulted a six year old.....he gets a minimum of 16 years in prison....WTF?!?!?  He should get life, ya know....just in case the HIV doesn’t kill him!

The two men at the centre of Scotland's largest known child abuse network have been jailed for life.

Neil Strachan, 41, attempted to rape an 18-month-old boy while 38-year-old James Rennie sexually assaulted a three-month-old.

Strachan was sentenced to a minimum of 16 years in prison, while Rennie was ordered to serve at least 13 years.

Six other men had already been sentenced for their involvement in the network.

Strachan and Rennie, both from Edinburgh, were also found guilty after a 10-week trial of conspiring to get access to children in order to abuse them, while Strachan was convicted of a further charge of sexually assaulting a six-year-old boy.

Strachan, who is HIV positive, has already served a three-year prison sentence in 1997 for abusing a boy. Rennie was the chief executive of LGBT Youth Scotland, which offered advice to young gay and lesbian people.

Passing sentence on the pair, judge Lord Bannatyne referred to Strachan's abuse of the 18-month-old boy, which was captured in a photograph known as the "Hogmanay image".

The judge told Strachan: "By its very nature, what is shown in that photograph is utterly appalling and would shock to the core any right-minded person who has had to see it.

"Over and above that, this offence involves the most gross level of breach of trust. You were invited into a house, treated as a friend of the family, and then entrusted with their child.

"You then breached that trust in the way shown in the 'Hogmanay image' in order to satisfy your base sexual interests. This, in my judgment, can be properly described as a dreadful crime."

Lord Bannatyne said Rennie had also betrayed the trust of the parents of his victim to a "truly appalling" extent.

More suspects

The judge said Rennie was at the heart of the conspiracy to abuse youngsters and likened him to a spider weaving an electronic web to bring about his crime.

Co-accused Colin Slaven, 23, from Edinburgh; Neil Campbell, 46, John Milligan, 40, and John Murphy, 44, all from Glasgow; Ross Webber, 27, from North Berwick in East Lothian; and Craig Boath, 24, from Dundee, were also convicted of various offences.

They were given prison sentences of between two and 17 years.

The men had been arrested during the Operation Algebra police investigation, which uncovered nearly 125,000 indecent images of children.

Operation Algebra also uncovered dozens more suspects around the country and worldwide, many of whom have already been charged.

The investigation was sparked by a single indecent image of a naked 11-year-old which was found on paint company engineer Strachan's computer when it was sent for repair.

Detectives discovered that Strachan and Rennie had filmed themselves sexually abusing children before distributing the images over the internet.

The two paedophiles had been trusted by the children's parents to look after the children.

Lothian and Borders Police said their inquiry had led to more than 200 suspected paedophiles being identified internationally, and at least 70 in the UK.

Detectives have said there were further suspects in Scotland as well as Avon and Somerset; Devon and Cornwall; Merseyside; South Wales; West Midlands; Sussex; Essex; London; Thames Valley; and Hampshire.

Speaking after the sentencing, Morag McLaughlin, procurator fiscal for Lothian and Borders, said recent advances in technology were making it easier for the police to bring child abusers to justice.

She added: "It is clear from the evidence in this case that the accused saw no limits on how far they would share, exploit and abuse children in order to satisfy their own horrific sexual gratification.

"However, our specialist prosecutors will use the constantly improving technology available to the police to stop and bring to court those who think they are hidden by the anonymity of the internet.

"The conspiracy charge in this case showed the extent of the accused's common intent, and ensured that they could be punished not only for what they did, but what they planned to do."

Quebec man pleads guilty to kidnapping, sex assault

I am glad that the little boy doesn’t have to testify and relive that nightmare!  I agree too with the father, it is nice to know the judge cared enough to ask how the little was doing; and yes let’s hope the judge keeps this little boy in mind when handing down sentencing!

Pierre Defoy, accused of snatching an eight-year-old boy from a Quebec City suburb, pleaded guilty Friday to kidnapping, forcible confinement and sexual assault.

The parents of a boy who was kidnapped in broad daylight last year say they are relieved their son won't have to testify in a trial.

The man accused of taking the boy, Pierre Defoy, pleaded guilty on Friday in Superior Court in Quebec City to kidnapping, forcible confinement and sexual assault.

The boy's mother, who cannot be named in order to protect the identity of her son, said she relives the trauma of what happened last year every time she sees Defoy.

She sat at the front of the courtroom Friday as Defoy entered guilty pleas on three of the six charges he was facing. The other three charges included a child pornography possession charge that the Crown agreed to drop.

In July 2008, Defoy grabbed the eight-year-old boy in broad daylight near the family's home in Lévis, south of Quebec City, and put him in the trunk of his car. Defoy then drove to Quebec City.

Less than 30 minutes later, a witness, Ryan Murphy, was sitting in traffic when he saw the trunk of the car stopped ahead of him pop open. Murphy caught a glimpse of a boy in the trunk before the car sped off. He followed the car to an apartment building, where the driver took the boy inside.

Murphy called police, who found the boy bound, gagged and locked inside a nearly-empty heating oil tank in the basement.

The boy's father said he's relieved details of the attack won't have to go before a judge and said he is grateful the judge asked how his son was doing. The father added he hopes the judge will remain that concerned about his son when the judge decides on Defoy's sentencing.

Crown prosecutor Valérie Lahaie said it's too early to say what kind of sentence she'll request. The maximum penalty for kidnapping is life imprisonment.

Paedophile awarded more than victim

 

THE victim sexually abused by paedophile Anthony Douglas Walters received just $7500 compensation as a victim of crime while her tormentor was awarded more than $93,000.

Walters, 47, sentenced to six years' jail with a minimum of three for a series of child sex attacks, received $65,000 compensation for plastic surgery, medical expenses and psychological counselling after being attacked while in prison.

He was also awarded $28,750 for legal costs. But his victim, a young girl who was repeatedly abused, received just $7500 in victims of crime compensation, the maximum allowed four years ago.

While Walters sued the State of Victoria in the County Court to get his payout this year, the child victim went through the Victims of Crime Assistance Tribunal.

Her family was outraged at the difference in the amounts and slammed the system.

"It's so unfair, her child is suffering still on a daily basis," a friend of the victim's mother said after reading of Walters' payout in the Herald Sun.

With the victim's mother by her side, the family spokeswoman said the difference in treatment and compensation was staggering. "He was awarded $93,000 for one incident (where he was attacked in jail). He assaulted his victim over a period of two years from the time she was four.

"She was awarded $7500 under victims of crime, which she can't access until she is 18."

The family friend, on behalf of the victim's mother, said she was considering her legal options to sue Walters for damages and access part or all of his jail attack payout, held in quarantine for a year.

The victim's family is also asking why Walters was given money and not just provided with state-paid medical care.

Attorney-General Rob Hulls said the Government had taken a balanced view on compensation to prisoners by ensuring money was put in quarantine for victims to apply for.

He said the statutory maximum available for victims' pain and suffering had now also been increased from $7500 to $10,000 but civil courts had the potential to provide higher amounts and individuals had the option to sue.

"Our Government reinstated compensation for pain and suffering for victims of crime, which was abolished under the previous government," Mr Hulls said. "Victims can also receive up to $60,000 for counselling, medical expenses and other expenses.

"Awards of financial assistance from VOCAT made to victims of crime are not intended to reflect the level of compensation to which victims of crime may be entitled at common law or otherwise.

"The Government took the view a couple of years ago that in relation to prisoners who are serving time, if they receive compensation then that compensation is actually held in trust unless, or until, victims have made a claim on that compensation money."

Opposition legal affairs spokesman Robert Clark said most Victorians would see the difference in payment amounts as grossly unfair.

"The gap between the compensation paid to his victim and the $93,000 provided by taxpayers for a pedophile's free cosmetic surgery and psychological counselling adds insult to injury for both the victim and long-suffering taxpayers," Mr Clark said.

Loophole in the system allows sex offender step-dad to continue living in house with two young kids

This one really got to me.  I have edited and re-edited my comments to this, because I am so mad I can not even form a complete sentence. 

First, off who wrote this damn law, and how would they feel if their little ‘loophole’ had trapped their own young kids?? 

Secondly, what in the hell is this mother thinking?  As a mother there ain’t no fucking way my kids and I would still be in that house!  Ok, so since I don’t know her; maybe she didn’t know before she married the slime ball.  But, now that she knows; WHY in the hell is she still there?  There ain’t no dick on this planet that is worth the risk to the kids!!

Third, and most importantly...my thoughts and prayers are with those two little kids that are caught in this mess!  I sincerely hope that nothing happens to them!

Man's Children Share Home With Convicted Sex Offender

NASHVILLE, Tenn. - Mike Miguel said his two young children are living with a sex offender, and there's nothing he can do to stop it. A legal loophole has the father frustrated. 

Miguel's nightmare started with an internet search. He typed in the new address where his two children would be living with his ex-wife and their new step-dad.

"Here comes his name and picture on the TBI website for a sex offender," said Miguel. "Everyday is a new fear."

The man living with his 7-year-old and 9-year-old was a sex offender, convicted of uploading pornographic pictures of children.

"Now my kids are there everyday, taking baths and showers, just running around the house in their underwear, whatever they are doing. How is he looking at my children?" said Miguel.

Miguel pushed for an emergency court hearing to get custody of his children because he thought state law was on his side. State lawmakers did pass legislation that if a sex offender commits a crime against a child younger than 13, they would not be allowed to live in a home with a minor.

In Miguel's case because the offender was uploading child pornography, it's hard for investigators to prove the identity of the young victims, and find out exactly how old they are.

"It starts to drive you a little crazy," said Miguel.

Miguel has to make due with waiting until May. That's when once again he'll go before a judge to try and get custody of his two children.

"Everyday I walk by my kids pictures and I look at them, and think I just don't know. You wonder what's going on, what's happening, Is there anything happening, is there not, but you can't do anything about it," said Miguel.

Miguel was pushing to change state law when it comes to the legal loophole. He's been in touch with State Representative Susan Lynn. Lynn's looking into creating a bill that could resolve the issue when they go back into session in January.

Rep. Lynn is also looking into another issue impacting juveniles and sex offenders. Minors only have one year to report a sexual assault to investigators. Lynn wanted to extend that period of time.
